Dr. Bishwajit Chanda Calls for Reducing Admission Hassles for Public University Applicants

UGC member and Chairman of the Citizen Charter Monitoring Committee, Professor Dr. Bishwajit Chanda, has emphasized that claiming autonomy does not absolve universities from their service obligations. He made these remarks today, Thursday (June 27), during a day-long workshop at the University Grants Commission (UGC) on updating the service delivery commitments of public universities.

Addressing the focal point officials of the universities, Dr. Chanda urged them to ensure service delivery at all levels of the university. He stressed combining smart technology with ethics and values to facilitate and guarantee services so that service recipients can access them without visiting offices. He called for making the admission process a one-stop service to reduce the hassles faced by new students.

Dr. Chanda further stated that the service delivery commitments of public universities and UGC must be regularly updated. The citizen charter should clearly outline the services provided by different departments and branches of the UGC and universities, including how to obtain these services. This information should be displayed on websites and in visible locations. For the convenience of the public, the complete contact details of the service providers should be included in the citizen charter, along with information on where to file complaints if the desired services are not provided.

Professor Bishwajit Chanda highlighted the importance of introducing a smartphone app in each public university to ensure the delivery of services to the doorsteps of service recipients.

UGC Secretary Dr. Ferdous Zaman presided over the opening ceremony of the workshop, where the welcome speech was delivered by Dr. Shamsul Arefin, Director of the Public Relations and Information Rights Division and member of the Service Delivery Commitment Monitoring Committee.

The workshop was conducted by the Deputy Director of the Finance and Accounts Division and the focal point of the Service Delivery Commitment Monitoring Committee, Md. Abdul Alim. Additional Director of UGC, Mohammad Kabirul Hasan, focal point/alternate focal point officials of the UGC’s APA-related committee, and focal point/alternate focal point officials of the service delivery commitment-related committees of 46 public universities participated in the workshop.

Dr. Ferdous Zaman thanked the focal point/alternate focal point officials of the APA-related committee, stating that their efforts have enabled the UGC to achieve first place in APA implementation this year. He encouraged the focal points to continue working towards drafting, setting goals, and achieving the citizen charter’s list of citizen and institutional services to maintain this success in the future.
